YMCA PA Youth & Government Program
Bill Citation Awards
A Selection Commission composed of five adults who are not related to any specific delegation
selects two bills for Citation Awards. Members of the Citation Awards Selection Commission will
be appointed by the Program Director and will be, if possible, two Legislative Aides, two
Pennsylvania Representatives and one Pennsylvania Senator, representing a cross-section of the
population.
Only those bills that are submitted on the designated Bill Submission Form by the deadline will be
eligible for Citation Awards and will be considered by the Citation Award Selections Commission.
The criteria by which bills will be judged are listed on the next page.
The Commission in choosing the Bills for the Citation Awards will not consider the primary
sponsor’s presentation, debate or final disposition of the Bill.
Bills will be submitted to Commission members without the name of the Sponsor or Delegation
responsible for the bill. Individual Commission members will review the bills and set up a priority
list, then meet to narrow the Commissions list to one bill in each chamber.
Citation Award Certificates will be presented to the sponsors of the bills selected at the closing
ceremonies of the Model Government Convention.
