Online Bill Submission
Now that you have researched and written your bill topic it is time to submit it to the Online Bill
Submission System. All bills are to be entered here no later than the Model Convention deadline
set each year. Each author must create an account within the system. This account will give
secure access to the bill to allow for updates and changes to the bill if necessary.
When submitting your bill online be sure to follow these guidelines:
Helpful Hints can be found by clicking the question marks found throughout the bill.
Bill Sponsors:
Each bill MUST have a Primary Sponsor and a Secondary Sponsor. The Primary Must be in the
opposite chamber from the Secondary. Further, both sponsors must be in the same color
legislature. For example: if the Primary is a Gold Senator then the Secondary MUST be a Gold
Representative.
Bill Title:
The Bill Title field must match the title given in the “Section 1: Short Title” field.
Bill Number:
Leave this field BLANK. Your Bill Number will be assigned and entered by the conference staff
just prior to the Model Government Convention. After the Bill Number is assigned it remains
subject to change.
Bill Number Format:
BS-LJ-01
BS = Chamber (Blue Senate)
LJ = Committee (Law & Justice)
01 = Bill Number
Bill Body:
Be sure to consult the SAMPLE BILL and the Bill Writing Checklist on pages 83-84. If you cut
and paste from another program such as MS Word, please check your formatting since it will
not be exactly the same.
