YMCA PA Youth & Government Program
Qualifications & Responsibilities of Elected Officers
All candidates for elected positions must be rostered members of a registered Youth & Government
Club.  All elected officers and alternates must attend the Mock Session or lose their position.  All
elected officers must attend the entire Officer's Training Program the day preceding the Model
Government Convention.  Other qualifications for each position are listed below.
Advisors will certify that all meet the qualifications common to all elected offices:
(a)
Is personally committed to the purpose and objectives of the Youth & Government
Program and to helping all participants realize its many benefits.
(b)
Has a working knowledge of the total scope of the Youth & Government Program and the
organization, functions and procedures of the Model Government Convention.
(c)
Has demonstrated outstanding leadership ability and is in good standing in his/her club,
school, and community.
(d)
Has demonstrated organizational skills and the ability to serve as Coordinator.
(e)
Has demonstrated the skills of effective communication.
(f)
Is well informed and conversant with current problems and issues in Pennsylvania.
Governor
The office of Governor is the ONLY POSITION not elected at the Election Convention.  This is
done at the previous Model Government Convention.  All candidates wishing to be the next
Governor must submit a nomination form to the State YMCA Office, postmarked by the deadline.
Additional Qualifications
(g)
Is a present or past officer in his or her club.
(h)
Has participated in the immediate past Model Government Convention.
(i)
     Is an active member of a Youth & Government Club.
(j)
The candidate elected must attend the Governor's Conference in Washington D.C. during
the 2nd week of June.
(k)
The candidate should be available and willing to attend the Conference on National Affairs
the 1st week of July.
Responsibilities:  
(Prior to Model Government Convention)
1.
Appoint twelve (12) Cabinet members and inform them of their assignments.
2.
Appoint four (4) legislative liaisons.
3.
Appoint an Administrative Assistant.
4.
Appoint an Executive Assistant.
5.
Appoint a Chief of Staff and supply with names of cabinet members and assignments.
6.
Direct legislative liaisons to study all legislation assigned to their respective branches.
7.
Abides and upholds the Code of Conduct during his/her term of office.
8.
Have cabinet members study each piece of legislation under their department and establish
which pieces of legislation they believe reflect the governor's position.
9.
Send copies of all appointments and directives to the Program Director to facilitate full
communication and coordination.
10.
Must attend the Governor's Conference in Washington to represent youth of Pennsylvania.
