2. If your club has a member running for office, a larger delegation will control more votes that will
help your candidate get elected.
3. The number of seats in the Senate and House allocated to your club for the Model Government
Convention is determined by a formula BASED UPON your delegation's percentage of the total
attendance at the Election Convention.
If clubs do not fill all of their allocated positions by the registration deadline, other clubs may
request additional positions. Clubs may request ONLY one (1) additional Senate seat above their
allocation. There is no limit to the number of additional House seats that may be requested.
NOTE: Should there be severe weather conditions that make attendance impossible, an
emergency miss status may be granted by the State Program Director. In this circumstance:
(a) The club will receive an allocation of Senate and House seats based upon an "emergency
miss" formula.
(b) Candidates are still eligible for election to State Office; however, their chances for
election may be reduced unless members of another delegation campaign for them.
(c) No proxy voting is permitted.
(d) Registration fees cannot be refunded since most expenses are incurred preparing for the
Convention.
Elections Convention Governing Rules
Only registered delegates may participate in convention activities. Authorized staff is permitted on
the Convention floor and in other designated areas for the purpose of carrying out their
responsibilities. All other persons attending the convention are considered observers and are not
permitted on the floor.

Upon arrival at the Election Convention, all delegations must register immediately.
Delegates must individually register. Upon registration, delegates will receive identification
badges which must be worn at all times.

The Chairperson of the Election Convention will be addressed as "Mr. Chairperson" or
"Madame Chairperson". If a delegate wishes to be recognized by the Chairperson during a
convention session, the delegate should stand and wait for the Chairperson to recognize
him/her. It is out of order to begin speaking without being recognized. It is important that
all delegates and delegations maintain order during a Convention session; however, delegates
and delegations may within the discretion of the Chairperson, demonstrate on behalf of a
candidate during the morning convention session.

When a club delegation leader is an officer of the Election Convention, the Vice President
(or next highest officer in attendance who is not an officer of the convention) shall assume
the duties of the delegation leader at the convention.
4.
Candidate Floor Nomination Rules
a.
There is an established maximum number of candidates per position.
b.
Candidates are encouraged to submit official nomination forms prior to the Convention.
