Activity (Bill Writing): Suggested Bill Research and Writing Procedures
1.
Each club should conduct a thorough Bill Topic Identification Workshop as described
below:
Divide members into 3 or 4 groups and assign them a topic (education, environment,
health and human services, law and justice, aging, youth, business, commerce,
science, technology, law, government, etc.)
Have each group appoint a secretary/spokesperson.
Give each group 20 minutes to:
Identify as many state issues as possible.
List as many constituency groups as you can that might be impacted by issues
in your committee. 
List as many issues as you can that might be of interest to your constituency
groups.
List as many sources of information (contact groups or organizations) you
can where you might be able to get research or even specific bill ideas.
Have each group read their lists…ask club secretary to keep a Master List.
After each group reports their issues…give them 10 minutes to identify at least one
(1) problem associated with each issue possibly requiring legislation.
Have each group read their list of problems…add them to the Master List.
Type up the Master List for members to review.
You have just compiled a Master List of Bill Topics from which delegates can select
one to research.
2.
Each delegate shall be given a Bill Topic Identification (BTI) form.
3.
Each delegate shall submit a completed BTI to the Coordinating Advisor for approval 
4.
All 1st drafts of bills are due to the Coordinating Advisor no later than December 10th
These are the drafts that will be submitted with Mock Convention registration materials!
5.
All 2nd drafts of bills are due to the Coordinating Advisor no later than January 14th.
6.
FINAL drafts of bills for submission to Model Legislature are due to the Coordinating
Advisor no later than February 11th.
7.
Please remind members that the selection order for Blue or Gold House seats will
depend on two things: their attendance rate and quality of their legislation.
