13. All bills reported out of committee to the chamber shall pertain to one subject matter.  The title
of the bill shall be relevant to the subject matter, and shall clearly express the subject matter of
the bill.  The title shall also be an appropriate title given the subject matter, that is, the title shall
avoid use of offensive or ambiguous terms.  Bills reported out of committee; which fail to meet
this requirement; may be returned to the committee by the Bill Coordinator for amendment
consistent with this rule.
14. Bills may not be moved from one assigned committee to another committee, unless the bills deal
with the same subject matter, and the bills will be merged into one consolidated bill in the
committee to which the bill(s) is moved.  Should it be desirable to move a bill(s) for
consideration purposes, the chairperson or a member of the committee, of the bill that is
proposed to be moved, and the bill into which it will be consolidated, must first notify the Bill
Coordinator.  
The Bill Coordinator will review the bills to assure that they deal with the same subject matter,
and then he/she will notify the committee chairperson of the committee to which the bill is to
be moved, and ascertain that if the bill is moved, it can be considered as a consolidated bill in the
remaining for the committee to meet during the Conference.  If the Bill Coordinator is advised
that this is the case, the Bill Coordinator will advise the chairperson of the committee from
which the bill is to be moved, that a motion to move the bill from the committee be in order.  I
the time remaining is not sufficient to assure that the bill that is moved is considered a
consolidated bill, the motion to move the bill will not be in order.
15. After a committee has considered all bills that have been referred to it at the beginning session
of the Conference, the committee chairperson shall notify the Bill Coordinator, and obtain a bill
from the Bill Bank.  In obtaining bills from the Bill Bank, the Bill Coordinator cannot refer bills
that deal with a specific subject matter, but must refer bills in the order in which the bills were
filed with the Bill Bank.  Upon receipt of a bill from the Bill Bank, a calendar containing the
necessary information regarding the bill and other required information will be filed with the Bill
Coordinator for posting.
If there are no bills in the Bill Bank, the committee may consider drafting a bill or may consider
any proposed bills from any member of the committee; which have not been filed with the Bill
Coordinator or in the Bill Book.  The committee chairperson shall inquire of the committee as
to its pleasure.  If a member of the committee has a bill; which he would wish to offer, the
committee may review the bill informally prior to deciding whether to choose to sponsor the
member’s bill or draft a bill within the committee.  If the committee decides not to sponsor a bill
from the committee, it may decide to consider any proposed bill form the administration or
lobbyists.  If the administration or a lobbyist has a bill which the committee decides to consider,
the committee chairperson shall direct the committee by designation a member of the
committee as a sponsor or choosing a member from the committee who wishes to act as a
sponsor.
In any event, regardless of which procedure for selecting a bill is used, all usual rules for
consideration of a bill are to apply, except that the time for the committee’s consideration of a
bill may be less than the minimum time required.  In addition, a calendar must be filed with the
Bill Coordinator prior to the committee’s considering a bill.
