YMCA PA Youth & Government Program
Cabinet Members (12)
Information:  Cabinet members are appointed to serve as a Secretary of a department in the Administrative
Branch of the government.  They are the heads of these departments.  (For example, the Secretary of Health
and Welfare.)  The Legislative Branch of government has corresponding committees.  In our program for
example, the House has a committee on Health and Welfare.  While cabinet members are responsible to the
Governor, they report through his or her chief of Staff.
Qualifications:
a)
Is personally committed to the purpose and objectives of the Youth & Government Program and to
helping all participants realize its many benefits.
b)
Has knowledge of the total scope of the Youth & Government program and the organization,
functions and procedures of the Model Government Convention.
c)
Has thorough knowledge of current social problems and issues.
d)
Has thorough knowledge of bill writing procedures.
e)
Has ability to work as a member of the governor's staff in order to reach a common goal.
f)
Has ability to speak clearly and accurately in public.
Responsibilities:
1.
Conduct research to learn and understand as much as possible about the work of the actual State
Secretary whose role you fill and what the current priorities are in his or her department.  This
knowledge is important, and you must begin your research immediately after your appointment by
the Governor.
2.
Review all bills submitted to the legislative committee which shares the same concerns as your
position.  Send a report about these bills to the Governor, (with your recommendations), at least one
week prior to Officers' Training.  Copies of all bills are sent to your club advisor.
3.
Work with the Governor and chief of Staff in identifying pro and con positions on various bills
related to your department or position.
4.
Testify in the related legislative committee by invitation or your request.
5.
Serve as part of the Governor's staff team in the development of Administrative priorities.  
6.
Prepare a 2-3 page summary identifying the potential issues which may come before their
Committee and outlining the basic pro and con positions that may be taken.  (Due with Bills at
registration)
