CHAPTER 10:  The Executive Branch
The Governor is the Chief Executive (see Governor on page 66).  All persons appointed to positions by the
Governor must be rostered members of a registered Youth & Government Club.  All appointees must
attend the Mock Session or lose their positions.  Likewise, they must attend the entire Officers' Training
Program the day preceding the Model Government Convention.  Other qualifications for each position are
listed below.
Positions on the Governor’s Staff
Chief of Staff
Qualifications:
a)
Is personally committed to the purpose and objectives of the Youth & Government Program and to
helping all participants realize its many benefits.
b)
Has knowledge of the total scope of the Youth & Government Program and the organization,
functions and procedures of the Model Government Convention.
c)
Has participated in the immediate past Model Government Convention and is in good standing in
his/her club, school, and community.
d)
Is a present or past officer in his or her club.
e)
Has thorough knowledge of bill writing procedures and the ability to recognize potential problems
in bill formats.
f)
Has organizational ability and can coordinate the efforts of others.
g)
Has thorough knowledge of current social problems and issues.
h)
Has the ability to function as part of the Governor's staff team in efforts to achieve a common goal.
Responsibilities:
1.
Oversee legislative bill hearings to see that the governor's views are adequately represented in the
legislature.
2.
Direct cabinet members to carry out the responsibilities and tasks of the administration.
3.
Form administrative lobbying strategies with the governor and members of the cabinet.
4.
Organize and coordinate a press conference to announce administrative priorities.
5.
Lead the process for developing the administrative priorities in the cabinet.
Executive Assistant
Qualifications: (same as Chief of Staff)
Responsibilities:
1.
Advise the Governor and aid in directing the administration.
2.
Form administrative strategies with the governor.
3.
Supervises and coordinates the work of the legislative liaisons.
